i played a game today where i got to research flight, some city states had oil.
i have not researched biology yet, but i could build the triplane and bomber..
think this should not be possible.

I had the opposite, I connected to a city state that was my ally but I didn't receive the aluminum it had. I'm thinking it might be because it was still the 17th century and the CS didn't 'research' it yet. So i was unable to build hydro plants. If in fact they do research at all.
 
CSs have all the tech that have been researched by 2 major civs. So if two civs have scientific theory done but you don't, they still grant you their coal, even though you don't even see it yet. same with oil etc.

If you are the techleader and think of getting a resource through an allied CS Tesujis problem usually occurs. That was particularly annoying in vanilla (as you can't really know if the CS already know the tech/will grant the resource to you). Since G&Ks though you can pay them to improve that resource (and I believe that works as soon as you can see it).

You can build triplans and bombers without combustion, so if a City State has researched biology and has access to oil and you are it's ally, you get the oil that you need for the planes. It's not a bug, it's just a weird coincidence.

City States have tech levels that are like an average of all the civs, so sometimes they can get ahead of you. And with the tech path that allows for planes before combustion, this is how you winded up being able to build them.

Actually, you won't get the resource even if you improved it if the City State hasn't reached the necessary tech to unlock it. Try it by buying improvements as soon as you can if you are the tech leader. It may tell you that you have access to the resources, but you really don't. Then, some turns later, you will get messages telling you that you got access to the resources.

Or, it's possible that you got double-access to the resources, I've been reading that the whole system is a bit buggy so I'm not sure.
