Resource capturing tips (culture too strong)?

It seems that capturing enemy resources is quite a challenge. I was playing a very isolationist game on an island and almost everybody disliked me but couldn't effectively attack due to my island location and railroad + navy. Suddenly I saw an oil resource appear close to me on the next island occupied bu Russians. I made up quicky an army of few artilleries, bunch on riflemen and grenadiers and captured closest Russian city that was one square behind that oil looking from my border. Unfortunately that city was 6-7 squares from Moscow and even though I got te city, the area around it wouldn't flip.

Well to make story short, I eventually ended razing two close Russian cities to get that oil square flip to my side but all the way until my space victory that city remained culturally totally surrounded by Russian borders. I couldn't even move units in or out unless I made open borders pact.

It's a bit ridiculous that I wasn't able to control that one oil square despite my military superiority and overall greatest culture. Of course I could have gone for Moscow but that wasn't the point...
 
This sounds like America in Iraq actually...
 
you could perhaps release a culturebomb in the city if you are lucky you can get some of the nearby land because it is that far away from their culture strong city, though I shall not make myself an expert because I am still waiting for release date tomorrow :)
 
In my current game the Persians are just to the south of me. They have "creative" and I don't. There's a marble that I wanted, about 2/3 the distance away from my capital to their capital. My 2nd city just barely got to it in time.

The hard part has been keeping the marble in my culture sphere. I had to finangle my research to discover monotheism just after that city was founded, and then switch to judaism to get Spart the +5 culture/turn in order to do it. It hasn't been simple either. They're bent on pushing their borders with culture improvements, so I might as well turn that city into one of my targets for a legendary city due to the +culture I"m building now.
 
You can try to quickly drop a culture producing building (theatre, library, whatever) in the newly captured city and hope to push back the borders. However, if you're that close to a major culture center (or more than one), it probably won't work. Not even a Great Artist Culture Nuke will help much in that case. Better to just destroy Moscow.
 
I think you have to just capture all the cities nearby. That way you be in an even better position!
