Resources outside the 9 squares.

Despite some experimentation, I haven't been able to figure out how to draw resources from squares outside the nine for each settlement. Don't know how to assign people to work them, or where the resources harvested would go.

You can assign pioneers to build mines and farms outside the nine, that was one experiment, but then I didn't discover how to assign another colonist to work the squares.

Can anyone explain this?

Well, the cause is quite simple: You can't.

The settlements can only work one ring.
Make another settlements if you need more ressources.

Actually, those 'resources' are nothing like the civilization IV resources. They are simply bonus tiles. There is no need to grab them.
