You could always expand into the southermost tip and the island off the coast, giving you more or less military control of the Cape. Like other NPC nations, once we're donated XP, we're more or less full-formed civilizations with access to XP each turn (which is why Greater South Africa can expand at a rate of 1 territory per turn for now on).

Doing so would help us balance the Fascist Portuguese to the north.
