I think we really need something like the revolution mod component from Rise of Mankind.

Cities or maybe whole regions that start a rebellion against your empire, if you ignore their unhappiness, that can break apart, seperate and fight for liberty against you in a civil war!

This means we need local happiness, not empire-wide.

Also i loved the barbarian civ's component of it:
Barbarian cities, if left alone, could grow into "minor civ's" (equal to city states), and then could grow further to full civs!

Do you think this would be possible in Civ 5?
Would somebody wanna do it?

I would if I would know how, but frankly, I don't...

Maybe If we all work together?

i think you are referring to the Revolutions Mod. It was probably one of the most integrated mods around for civ4.

not possible until we get the source code though I'm afraid.

I think that unhappiness can be left alone and remain empire wide. "Who revolts" could simply be 1/3 to 1/2 half of the cities. The first revolting being the one farthest from the capital - then geographically, which ever cities are closest to it, up to 1/3 or 1/2 of the total join the new nation. The one with the largest cultural output would be the new capital of this civilization.

As for units, any units within the boarders of the rebelling cities are owned by the rebels/new nation. This nation would be immediately at war with it's former owner, and a civil war would be in progress. This new civilization's "original capital" would be the first capital made. It would also remove the "ownership" of it's previous civilization from it's cities, and if it's cities are conquered and reconquered they could be liberated - to the rebelling civilization. If the original civilization recaptures it, it would have to be annexed as if it belonged elsewhere.

Another option, would be to have Unhappiness levels produce randomly spawned "Rebel armies" of barbarians. These barbarians would have to be able to attack and take cities however. IF successful, the new civilization would spawn, be immediately at war with the old owner of the city, and all the barbarian units would then belong to this new civiilzation.
