That's the most likely explanation, because the date of the turn is included in the savegame name, and if either the civ receiving or the one sending, not sure, doesn't have calendar yet, it instead has the current era in it, and the Tracker isn't recognizing that because it's an RFC exclusive feature and not in the base game.
 
I hath fixed civ! It was broken but I fixed it and I'll send the turn in a few hours when I can. Sorry for the terrible delay guys!

Russia sent an ingame offer last turn, i hope you liked it...
 
If you made a deal proposal of (let's say) 700 and meanwhile you spent some of the money (or lose cities for isntance), the deal will appear with no money on your side, even if you have 699 on your treasury.

That happens a lot with resources, if we make simultaenous proposals with the same resource (or lose it in between turns).
