Road to War issues

I have BTS, and the 3.19 patch. I installed the updated 'Ultimate Edition' for the Road to War mod. Whenever I try to run RTW, Windows tells me that something is wrong, and it closes the program. The rest of CIV 4 works fine for me. I run on VISTA. Help?

Playing 1936 Pacific Scenario with USA. Chose random diplomacy and supposedly I'd be able to start war sometime around Dec 1941, but up till July 1941 still unable to do so. Is this a bug?

With the ultimate edition I have begun playing as the USA in the Pacific 1941 scenario, choosing historical development, and as much as I appreciate the efforts of those who made the scenario, I don't see this working well for single player.

You could try "open-play". This is fully open in diplomacy. The only difference between Historical and Random Historical is that in the former the events occur when they did in history and the latter the events occur around the date or even not-at-all.
