Scope: The inspiration of this playthrough is a centralized empire on the scale of ancient Rome that continued on to overcome all challenges and sustain itself as the centralized bastion of enlightenment that lead humanity to the stars. As a result of this permanent stability, the rate of technological progress was estimated to surpass our own history by 500-1,000 years.

The map will not be based entirely on Rome, but I will also draw inspiration from fictional empires and settings.

As I am playing more of a narration and less of a challenge, I will be playing on Noble difficulty and will give Rome an early prolonged golden age to simulate a superior start over the AIs who will serve mostly as cultivated vassals basking in the light of the empire. The empire will encourage the growth of these vassals and share tech with them to speed up their development later on. I do anticipate them becoming strong enough to break away and anticipate even some greater conflicts here and there. This is mainly just me playing with the mod and experiencing the late game more or less without real challenge on my part. That doesn't mean it wont be interesting.

My only real concern is if playing on standard map will allow me to see the end game content before it gets too bogged down. I have seen great improvements from C2C stability and Civ4 as a result of all the hard work here so I am hopeful.

contain over-expansion of global settlements through use of covert black-flag units to overthrow and destroy

Translation: In an attempt to keep the game stable, Im going to minimalize the build-up of settlements, keep cities from
clustering the map too much. I will use black-flag units (hidden nationality) when all out war can be avoided.


4290 - 1686 AD - Early Industrial Era : In the years following the initiation of Project Onyxia, the project was surprisingly
"successful". Vast armies of privately funded Imperial contractors razed countless settlements across the globe,
even disbanding some Roman colonies. Everyone knew it was Caesar's doing, hiding behind a black flag.
Kingdoms fell one after another except those "sanctioned" by Rome to exist.

The Black hordes still patrol the now vast expanses of eerily void landscapes between the remaining kingdoms.
Of those sanctioned vassals, the eastern Empire of Japan is the largest, followed closely by Victoria's
North America. Also remaining, the vassal protectorates of India, Spanish South America, French Australia, and Ragnar's Scandinavia.

Edit: Calendar seems to be catching up despite my dramatic early start bonus. I attribute this to Snail game pace, and trimming down number of settlements. I will introduce another golden era to offset this if necessary. Kind of nice being able to adjust the pace in this manner so you can enjoy the ages you like or speed them up.

4413 - 1744 AD - Industrial Era : United North American Kingdom is granted independence from Rome in a peaceful gesture, as the burden of the defensive pact and maintenance costs of the now-sovereign nation began to surpass its usefulness to the Emperor. Assured of Rome's long-term dominance, the Emperor even went as far as to authorize the permanent 'transfer of station' of all Roman servicemen stationed overseas desiring to remain in service to Queen Victoria.

4474 - 1759 AD - Industrial Era : Intercontinental Railway connects Rome to the Orient.

4516 - 1767 AD - Industrial Era : Factories and high voltage lines sprawl out across the land. Ships trade sails for steam boilers.
Zeppelins soar above the clouds, the first prototype submersibles patrol beneath the waves.
It's a brave new world and Rome is at the helm.

Tech progress maintaining roughly 150 years ahead of normal timeline. Interesting to see how that will holdup, I suspect Rome's authoritarian population management policies will ultimately prove to hold the world back in this regard, but that remains to be seen. The calendar has been creeping up, the lead used to be thousands of years. I suspect it would prove difficult to emulate the rapid uptick in progress of the 20th century onwards, especially on snail game speed.

AI still lagging far behind, but generous tech sharing should allow them to advance in time. Population stats are ridiculously low even that of the empire for industrial levels. Expect those will balloon up as the cities setup increasingly more advanced modern infrastructure.

Western Europe, the heart and origin of Roman power, home to more than 70% of the world population.


British America, although colonized to a greater extent for the given year due to early discovery, is still pre-industrial despite having the tech. They have yet to lay any rail infrastructure. This is due to them being behind for most of the game. When Rome reached the Industrial Era, I gave all tech up to railroad to all vassals (current and former). So they have some catching up to do.



Spanish South America, not much to see here, other than the Roman-controlled canal. The Spanish primarily serve as a buffer against the British.



Other than Japan, which is in the same pre-industrial state as North America, the far east is pretty void thanks to the Imperial Purge that completely eradicated the Golden Horde, which used to occupy this region and much of Eurasia. The Roman-controlled city of Neo Midgar (formally Beijing), is the seat of Roman power in the region and the home of a certain national power utility contractor...



Once home of the Egyptian Empire, no one but Neanderthals call it home now. A landscape of ghost towns are all else that remain in South Africa courtesy of Caesar.

(We aren't going to get to space if I cant keep those turn times down. Removing half the settlements does wonders in that regard.)


Behold, the French city-state of Australia. What more can I say? Formally a Roman colony (who built all the infrastructure for them) they are pretty much just a stepping stone in the Pacific.

Early 19th Century: Global Event: Mini Ice Age triggers global cooling in northern hemispheres.
The Emperor's Black-Brigades continue to patrol the 'exclusion zones' to monitor foreign migration & settlement.

Translation: Expanded the ice in North America and Siberia to try and discourage AI settlement in those regions. Not sure how effective that will be, probably will end up being a minor foot note. I have continued to keep the number of settlements in check to maintain decent turn times. So far this has seemed to help. Turn times never have been that bad even before I started doing this, but they did start to get a little longer and so this is mostly a preventative measure. Overall turn length is only 15sec on avg, with very brief rendering lag when bouncing around the map. Even before the 'purge' game was nowhere near unplayable. Just thinking ahead.

I am playing on I5 10400F 6-Core (4GHz) CPU, 32GB DDR4 (1200 MHz) Mem, GTX 4GB 1650 Super GPU, M.2 NVME SSD

Population growth has been steadily climbing as modern infrastructure develops and spreads. It does not seem to be represented accurately which I perceive to be due to changes in the way the mod handles city size scaling. The Roman Empire in our timeline had a population in the tens of millions, with at least a million in the capital of Rome alone. From past playthroughs if I recall it does end up evening out especially after industrialization. I remember having coldwar empires with populations in the hundred millions in past games which is much more accurate.

I think from looking at other C2C playthroughs, the counter actually ends up being unable to keep up (along with treasury?). I guess at that point its more of a footnote. I suppose there is only so much you can do with a game going on two decades old. What you have done with C2C has definitely more than revitalized and breath new life into it. That's an understatement. I've just about reached 5,000 turns. The longest CIV4 game I've ever played continuously, and am anticipating many more turns. That says something about the stability and depth this mod team has achieved. That and the fact that development is still very much alive is truly impressive.

4823 - 1825 AD : Industrial Era : United Kingdom of North America : Queen Victoria moves Parliament from New York to Chicago.

As radio waves and automobiles spread throughout the empire, the pace of technological advancement seems to be aprox. 100yrs ahead of our timeline.

The Heart of the Empire


Queen Victoria's United Kingdom of North America, the only thing close to a rival to Rome, and the only other truly sovereign kingdom. Growing in strength but still lagging behind. I pretty much give them tech anytime they ask for it and try to keep them at least current with the calendar.


Asia, pretty much same deal, developing nations playing catchup as best they can. I had originally planned to give Neo Midgar to Japan, but I did a little do good a job building it up and I'm not quite ready to let it go. They'd just use it to spam dogs probably anyway.


French Aussies are doing their part too. They better get a move on if they hope to tame the Pacific before ̶S̶h̶i̶n̶-̶R̶a̶ Japan does.

More of a follow up to the last post and less of a major milestone.

1826 AD : Industrial Era : Hindu revolt in India, Asoka denounces Roman aggression and forms defensive pact with Wutai separatist group in Imperial Japan.

1827 AD : Wutai revolt in Neo Midgar is squashed by Roman Legion and the city is locked down.

1828 AD : Industrial Era : Anti-Roman Riots breakout in Australia and North America in protest of the Emperor's foreign policies.

4846 - 1829 AD : Industrial Era : Coup in Queen's Landing (New France), Populist movement takes power in Australia and signs a defensive pact with the United Kingdom of North America. Joan of Arc officially denounces Roman Vassalage in favor of allegiance to Victoria.

4847 - 1830 AD : Industrial Era : Sabotage and unrest continue in India and Japan as separatist movements gain strength. Rome dissolves all defensive agreements with Japan and India. Roman troops recalled to secure border.

The Roman Emperor has deemed these provinces to have "out-lived their usefulness" and "Not worth the lead, blood & gold it would require to continue to force them to submit to Roman rule." Augustus Caesar has elected to focus instead on internal infrastructure projects and research & development. "Rome will maintain and fiercely defend its firmly established footholds in Asia and Central America, but will recognize the sovereignty of the former provinces and refrain from provoking further hostilities.." The former provinces themselves, still too weak to challenge the empire directly, pledge to prevent escalating hostilities further and maintain cordial trade and research agreements for as long as peace may prevail. So long as Caesar's armies do not provoke them further.



Rome begins establishing a network of command posts & bunkers in the exclusion zones of South Africa, Northern Canada, Southern South America, and Siberia to formally claim the lands as "Global Wildlife reserves" and continues to outlaw settlement in these regions.

Translation: I realigned the diplomatic arrangements to mimic what has historically happened when giant empires try to rule the world. This is more or less setting the stage to make things interesting. My primary focus remains on progress and ultimately space exploration.

Christmas break is over so updates will likely roll out at a slower pace. This game actually started several months ago before I decided to share.

Era Progression Note: Despite C2C declaring the advent of the Atomic Era beginning with the discovery of Atomic Lifestyle, I will continue to refer to it as 'Late Industrial Era' until the discovery of Quantum Physics. That discovery will officially initiate the empire's pursuit to split the atom and mark the dawn of the Atomic Era as referenced in this playthrough.

4968 - 1852 AD - Late Industrial Era : First solo flight over North Pole performed by Roman RAS Comet, early prop fighter plane.

1855 AD : British Royal Navy captures the infamous pirate port of Black Light in the north Pacific, renaming it "Port Edward". I wonder how long before the Japanese culture-annex it. (see 'more screenshots' below)

Side note: The Japanese in this playthrough represent the early Shin-Ra regime from cross-over alternate reality. This explains the custom settlement names. I have taken inspiration from many sources in the naming of the settlements in this game to make it more interesting. Gives me a reason to actually care about the narrative. British America and the city of Rome itself are a few exceptions.

Not really an update more of a teaser.

I have and am going to be making an effort to keep tech progress ahead of or soon to be even with calendar, given the current trend. I mapped out the research in a relatively close order to be as historically accurate with the order in which a given tech was discovered and a corresponding project was completed. Some may be done earlier but they should be done in the proper order or close to it. Obviously it wont be exact but it should be close. I intend to counter the snail pace as necessary by 'boosting' research when needed to keep up with the date. Should keep things interesting.

Would be kind of neat to have it further ahead like say the 'For All Mankind' timeline where, due to a prolonged space race, they were colonizing the Moon in the 70s and Mars in the 90s. That would be neat but its already going to be a crunch just to simulate our actual timeline as it is without jumping around too much. Besides, C2C has adapted the 20th and 21st century techs to pretty much match our timeline more closely anyway so Ill aim for that.

Edit: I underestimated the calendar scaling of the later eras. This ends up being a non-issue.

At least until we get in to the future stuff where IMO, the defined research order begins to blur depending on what you look at.

That may go out the window depending on how it plays out but for now I'm making the effort. Either way we're going on 'till the game breaks. That's the whole reason I've controlled over expansion to some extent, try and keep it going relatively smooth.

Three day weekend coming up so should be able to make some decent progress. Happy New Year. :)

5122 - 1882 AD - Atomic Era : Tensions rise between England and Rome due to Victoria's repeated attempts to establish settlements in the Roman-declared exclusion zones (and having them summarily razed).

The tensions are on their side, the Emperor has no intention for an "official" war with the English, but will continue to patrol the exclusions zones and enforce them.

The interesting cause here is the fact that even though I am using hidden nationality units to raze towns without formally declaring war, I still have to then capture them and raze them myself, in which case the "you razed our city" diplomatic penalty still incurs. I don't know if this is intended or not but I suppose it's fair enough. (Which is the reason I haven't made a post about it). If you keep razing their towns even with HN units, it is logical that they may figure out who is behind it. An interesting mechanic suggestion might be to frame another civ. That could make for some interesting times. :D

Currently, Victoria is 'furious', with Rome and the "You razed our cities!" penalty is at -32 The AI seems to know the odds are drastically against her and has held off on declaring war. We will see how long that continues.

I originally suspected that the diplomatic penalty goes away in time, however I noticed India is still pissed about a city I razed 2 eras ago. So maybe they don't forget and move on. In that case, we may eventually end up in an Orwellian state of perpetual war in the not so distant future. I suppose that would allow us to 'free up' some more land to streamline our star-ward progression.

Roman-Japanese relations are healthy despite the past. Neo-Midgar causes cultural tensions but they are never getting it. Its mine.


Land of the turn-tails and English boot-lickers. Seriously cant blame them for hating the Romans though, all things considered.


Caesar dropped a few A-bombs in that glowing area in the south. Was a test to see if fallout would keep foreign pioneers out. They settle right next to it like its scented roses.

The Emperor sets a national goal to land on the moon by the year 1919.

The Emperor declares a national endeavor to establish a lunar colony to serve as the first stepping stone of a solar empire and beyond.

Game is very stable and turn speeds are awesome considering its late game (or I guess only mid game C2C.)
