Rome

Rome is my favorite Civ to play with, but I like them so much that I really haven't considered much on how to improve them, because they are well balanced right now, but trying some new ideas never hurts.
What if we added another bonus to their UA, something like connecting cities to the Capital increases the UA by 5%, this is another very popular thing with Rome that "All Roads Lead to Rome".
Also maybe or an alternative would be to add a gold bonus to roads in some way or even increased movement on Roman roads.
The only other thing that I wouldn't mind seeing in some way would be that the Legion would come a little earlier in some way. I know they are a replacement for swordsmen, but I play on Epic with the Science Rate increased and with the redesigned Tech Tree it seems like it takes forever to get to them and yes I know this mostly self induced because of the increased Science Rate.

That would be my suggestion as well when it comes to the UA. Just keep it as it is and add either some bonus for completing buildings or just a increased gold from city connections with some slight amount.

I don't have any problems with this, but if we don't adopt Gazebos UA we won't get to change the Arch for the Forum, so Rome will end up with double GA bonuses, might be a bit overkill.
 
Well I could see it a few ways, such as

1) UA: +20% production when building a building that already exists in the capital, earn Golden age points when you complete a building in the capital (scales with era).
Then make the Forum replace either the market or amphitheater and have it give like bonus gold or culture for either city connections or based on population; more leaning on culture buff for this one.

2) UA: +20% production when building a building that already exists in the capital, when you capture a city no culture buildings will be destroyed.
Again, make the Forum replace either the market or amphitheater and have it give either golden age points each time you complete a building in the city or maybe bonus happiness from either city connections or for like every 1 and every 15 people in the city.

Or something else similar

The 1% increase sounds like it could add up a lot, but even if you have 10 cities, which in most cases is a lot of cities, that would only be 10% increase. Plus in some cases it is later in the game before some and/or most cities get connected to the Capital.

Why not just a boost to the city-connection gold instead? Seems more fitting and better.

I really dont think there needs to be faster road production since Legion can already build roads for you. Too redundant with them as the UU.

4 GA (I assume per turn) per city is crazy high, pretty much dwarfs the main benefit of the Moroccan UA
 
Hmm, well again numbers can always be tweaked, but does the idea itself work for you?

Could you agree to that? I like the city-state part so there would be a point of expanding your roads outside of your empire, even if there isn't a CS quest for it. After all, All Roads Lead to Rome.

Still sounds like high, I don't know really, passive GAP is hard to measure.
 
....ok then 1? I mean at this point getting golden age points for buildings buildings might be the better option if +2 for city connections is too good. You gotta remember that you are paying for those roads so it isnt "free golden age points", at least not when you connect them to city-states.

Could work, I think getting GAP for constructing buildings would be a better match, but this could work.

Now what will happen with Forum?
What about keep it simple to start with by making it a slightly buffed market with +2 culture added?

Doesn't sound fun enough. A Forum is versatile it could have anything from happiness to production-bonuses to bonus to city-connections to science to military or defensive bonuses. Should really be able to make something more fun out of it than just some culture.
