I'm guessing it'll work just like the Aztec ability - i.e. there should be a special button above the builder panel. Or am I missing something real obvious? Lol

I think it lets you rush District *Projects* -- Holy Site prayers, Campus grants, etc. -- rather than building Districts themselves. The science victory relies on several unique late-game projects (eg. Launch Moon Landing), and the Royal Society is designed to push towards a science victory.
