Ruleset clarification: Investigations, Spies and Spaceships - oh my!

Based on a recent ruling, I propose we alter the Constitution the clarify which elected official handles matters related to investigations, espionage and spaceship builds.

Summary:
-- Alter the duties of the Minister of Foreign Affairs to include all investigations, placement of spies and use of the spies.
-- Alter the duties of the Minister of Culture to include spaceship builds

Current Law:

              1.  The Minister of Domestic Affairs shall be 
                  responsible for all domestic initiatives, worker allocation, 
                  as well as the distribution of funds, as prescribed by law.
              2.  The Minister of Foreign Affairs shall be responsible
                  for matters involving treaties with foreign nations, 
                  as prescribed by law.
              3.  The Minister of Defense shall be responsible for all
                  military strategy and troop activities, as 
                  prescribed by law.
              4.  The Minister of Trade shall be responsible for all 
                  trade, domestic and foreign, and the use of resources,
                  as perscibed by law.
              5.  The Minister of Science shall be responsible for all tech 
                  acquisition, as prescribed by law.

Proposed changes (in red):

              1.  The Minister of Domestic Affairs shall be

I agree that there should be some clarification here. However, shouldn't Spaceship Parts be under the control of Science? As of now, the Science Department has merely concerned itself with what tech we discovered next. Giving it jurisdiction over the spaceship build not only broadens the scope of department, but also makes sense on an aesthetic level.

That was actually my other choice - the coin flip came up Tails - so MoC got it. Moving it won't be any trouble at all - anyone else like this idea?

I think it would make more sense to have Science be in control of the Spaceship project. However, I think your FA proposal is perfect.

I think that science should get the space ship. and i think the intellegence should answer directly to the president. And the president should be able to veto any poll on espionage missons. it would just be cool.

I don't think the pres should be incharge of intelligence. The pres is simply elected to carry out the WOTP, not to make intelligence directives. As for spaceship parts, they generate no culture, so it would be invalid for them to be under Culture Ministry's authority.

Also maybe there should be a new position jointly nominated by the Forigen and Military, then appointed by the president (or by poll). The posistion could be National Intellegency Officer, they could be incharge of all espionarge missions and of the special forces (the 7 elite samuri).

-- Add "as prescribed by law" to MoC to conform with other Ministries

Give the Minister of Defense the power to steal plans and give science the power to steal technology, Foreign Affairs should be allowed everything else.

I prefer to keep it simple and leave all the espionage to Foreign Affairs as per Ravensfire's proposal, after all Trade has all trade and doesn't hand over trade of science to the Science Minister. Although when I look back on the description for Science: "responsible for all tech aquisition" this could be read that Science already has control of gaining techs through both trade and spying as well as straight research.

Or simply put, in peacetime FA does espionage, in wartime Military does espionage.
