Russian UHV objectives

Hello everybody!

In my current RFC I'm playing as Russia and I'm wondering if there's a mistake with the way one of the UHV objectives is worded. The objectives are (from Rhye's wiki):

Colonize Siberia (7 cities) by 1700 AD
Build the Apollo Program by 1950 AD
Never lost a single city until 1950 AD

My question is about the second objective. It's only 1918, and I'm actually building the Apollo Program, but the historical objectives in the scoreboard are greyed out and the victory screen lists the objective as not achieved.
Another civilization built its own Apollo Program a couple of turns ago. Are the instructions wrong? Do you need to be the first to build the Apollo Program in order to achieve this objective?

There is only one Apollo Program, if I'm not mistaken. And someone has already beaten you in this project race (as you say), so... it's time to . Or simply reload if you have a save.

It's a national project, so everyone should be able to build one.

For some reason, the code does set the UHV condition to failed if somebody builds it first. But I don't see anything that prevents it from changing to passed if you build it afterwards (as long as it's by 1950). So see what happens when you do finish it.
