Sacking Cities

Inspired from the siege/ walls thread...

I'd like to be able to sack a city without completely destroying it. I don't really know why, since not totally taking a city under my control would seem a crazy thing to do, but there's got to be a way of representing it somehow... like making it a "size 0" town, but you get to loot more gold (Or even, god forbid, the possibility of stealing an enemy tech) from it and the improvements as a result of a more concerted effort to steal the city's wealth. Then it could be garrisoned, if the conquerers do it then the city doesn't grow again until you bring your own settlers in, but at least there'd be a zero chance of culture flips or riots with its population put to the sword, and if it's left alone it doesn't grow or produce anything for its home nation until troopers come in to resecure the site.
