Satellite Broadcasts

Can someone explain to me the utility of satellite broadcasts? You barely have any works of music and they don't give you any more tourism than an ordinary great work. Why would anyone use a full policy card slot for this?
 
I usually don't slot this one until pretty late, but I think I usually have enough musics by then for it to be worthwhile.
 
Going for a culture victory is about generating as much tourism as possible, so every little bit helps. A great work of writing gives +2 tourism, +4 after Printing, but doesn't get boosted by policy cards. A great work of music gives +4 by default, and +12 with satellite broadcasts. Of course, if you only have 1 or 2 works of music it might not be worth it, but by the time you unlock the policy in the Atomic Era, you should have more than that.
 
Indeed. You can delete every Great Musician you get, and not much would change.

But, by this point there's really no point to run anything else besides tourism, culture, or faith/gold cards. I don't even feel like I need culture past Social Media, for the most part.
 
It's very much a late-game card, but if you're going for a culture victory at some point you likely will stop expanding and building other districts and just start running theatre square projects in several cities at once. Doing that, you can end up with a fair number of works of music, so boosting them significantly is helpful.
