save up culture policies?

I have read that you can forgo choosing a culture policy by dismissing the round icon. I am right-clicking on the round icon, and it's not going away. Is it because of the latest patch? Am I missing something? help!
 
I think that was indeed patched out in the latest update. You used to be able to store Culture points (or whatever the game calls them) until you were ready to spend them, so for example you could save up until you reached the Renaissance if you wanted Rationalism. Firaxis saw that as an exploit and decided to make you spend them immediately.
 
You can still save policies by checking the appropriate box in advanced set-up before you start a game.

If they saw it as an exploit, it was pretty dumb to give us the ability to save policies in the first place. I think the change was made because clearly there were some players who liked to save policies and some that liked to spend them right away. Now you can set your preference when you create a game. This is useful for a "Let's Play" type of situation where everybody is working off the same initial savegame. Making this an option lets you ensure everybody is playing by the same rules.

Though I would have left saving policies as the default and added an option to make you spend them right away because there was nothing really wrong with the way it was on release and it could be a jarring change for a player who doesn't frequent forums.
