One of the hardest lessons I've had to learn is the whole concept of 'preventing warfare with effective garrisons'. I've been burned a time or two when a border war popped up and my lone Infantry or Rifle wasn't enough to stop an AI with Cavalry.
These wars aren't scary, at least they haven't been yet, because the cities taken have been larger science farms and not core cities. Rails and artillery mean I get the cities back the next turn, whack the wounded and then begin to attack and raze just because the AI backstabbed me. And did a poor job of backstabbing, too! Not enough to really change the balance of the game, just enough to get me
