Scenario into the renaissance - how does the vote for HRE work?

Hello, one quick question: How does the vote for HRE work?
In this vote francis got 7 votes from two civs, I got 6 votes from 5 civs, Maria Theresa gets no vote and still wins?

city states vote for their current ally, that makes up for the majority of the votes. just like the UN vote in regular games

If you control the holly city(vatican city) or allied with you get a extra vote for you'reself (just like you would have built the UN)

however i'm only thing it works with vatican city (because that has the apostalic pallace)
