Scenarios possible with World Builder?

With the implementation of the new world builder in this month's patch, has there been any indication that users can create their own custom scenarios now?

I feel like user submitted scenarios are sorely lacking currently and they were always great additions to previous installments of the franchise. I'm hoping the new world builder will include this ability.

From what they said in the livestream (IIRC) it's just the "basic" version with the ability to create maps. You can't place cities and such.
