Wondering why this happens:

New game, base science of 10. Language and the 5% increase bumps it to 10.5, with oral tradition up to 11. However Ive seen it at +53, +44, +30, +36...as well as sometimes at the regular +11. Why does it fluctuate so much from turn to turn?

I've noticed this also in my game. My bet would be that you are below the "welfare" tech diffusion threshold (something like 80 or 90% of the tech leader) and that you get the welfare bonus. As the AI has some initial free techs I wouldn't be surprised if that was the case.
 
If you read the SVN thread on a regular basis you will find many answers.

Yes it may be the "new" approach to Tech Diffusion, If you have it turned On when you set up your game.

I had an enormous jump from 27 research to 146 research when I met a civ (I'm playing deity so I was a little behind) so yea I'd say it's probably tech diffusion.

This makes my opinion of TD depend on the type of game. If I'm ahead, I like the AI to get a boost to catch up. If I'm behind, I want to catch up on my own not get a boost. So with this game I went into the WB and turned it right off. (I also noticed that the WB option page is going to need a scrollbar if someone can do that...)
