Isen't that a wee bit to much?

How long does it take to convert a jungle into a forest? Scorch, smoke, fire, burnt forest, new forest, forest. Considering it is a level 1 spell having it only take 5 turns seems mighty powerful. Maybe adding a FireII and FireIII variant that 1/2 and 1/4's the time would be better.
