Screen Resolution Windows 7

Hi, its been a long time since I've been on these forums and played civ3. So I decided to purchase civ3 and civ4 complete package. My question is their any way to make the civ 3 resolution go to 1600x900 on my laptop? I have looked at and messed with the .ini file and typed KeepRes=1 , but all that did was center it and surround it with a black border.

Is their anyway I can "stretch it" for the image to cover the whole screen?
 
KeepRes=1 is the right option. The interface screens (main menu, city view, adviser screens, etc.) are still 1024x768 and therefore have black borders, but the game view fills up the monitor and the status display and mini map tuck into the corners properly.

This video shows me adding three entries to the .ini file including KeepRes=1 . At about 1:20 I start the game and you can see the black-bordered interface screens but the game fills the screen.
