I would keep them. They are just some poor misled people in need of a little bit of culture. So I would build some culture for them.
Unfortunately for me my enemies never refuse to take my cities.:crazyeye:
 
The AI does weigh up the value of a city - I was at peace with the Japanese, and they moved 6 knights into the territory of my distant city with one spearman defending in order to sneak attack it. I gave the city as a gift to one of Japan's allies and Japan was furious at me straight away.

Japan turned that city down for fear that you could easily re-take it and decrease Japan's gold.
 
I didn't even know that the AI could reject a culture flip!! whenever I lose a city to culture, they keep it.
 
That's like a great thing to get though.
Since it's always my vital resource cities in the middle of enemy territory that I gained through massive bloodshed that flip, I would really love to see that happen!
So naturally I would let them back in...
Mebbe it's a random occurence. The AI is programmed to let one in every so many cities slip, in order to keep the game interesting...

Would you, if you could, do the same thing and reject a culture flip?

I don't believe you have a choice, do you?

You can indeed reject a city that wishes to flip to your civ. I've done it before and I may well do it again.
