Mid to late game playing Roman, I never got on well with Tomyris of Scythia. Some wars quickly put down & occassionaly she'll demand small amounts of gold or luxury goods which I agree to give her. All cities taken from her have been ceded to me. However, every now & then she'll appear angry & denouce me for demanding trade goods from her; when I didn't do anything. Is this a bug?

Well, she probably does kinda hate you because you occupy her cities. Even if they cede, they still don't like losing them.

You may want to check what positive modifiers you are getting from Tomyris after acceding to her demands for small amounts of money, if any--I bet they pale in comparison to the negative 100+ points from occupying her cities.
