Downloaded the file... but when I tried using the dll, I was getting an error stating "For loop iterator greater than array size...gameinfo/civ4specialistinfos.xml)...then the game would not load.
I play using the ViSa mod, could this be conflicting with the downloaded dll? I used the one for 32 civs.

polskadupa, no, nothing similar for vanilla civ4. Unfortunately, it has a restriction/bug in .exe, as far as it was explained to me. 
miccal2000, it's not for use with other dll mods directly. But sdk-modders can easily lift the civs limit in their mods for Warlords. Ask TAfirehawk to make such version of ViSa dll for you

uhmm yea im ****** when it comes 2 computers but..... well i unpacked the file 2 warlords/mods and i went 2 advanced/load a mod but it wasnt there........... i seriously dont know wat im doing wrong....

OK, here the way to use this dll.
A dll without anything is not a mod. What you need is at least three more things:
a mod folder
an ini file for your mod inside the mod folder
and an assets folder inside the mod folder
And into this assets folder you place ... the dll
I hope all of you can create new folders ^^. And about the ini file: look into the "barbarian mod", copy that ini file into your mod folder, and change its name as well as its settings (notepad) the way you need.
About the map scripts: all of them don't work too well beyond 18 civs. Some even create maps that are only fit for two civs, as they can't interpret civ numbers higher then 18. So perhaps you'll need to get one adapted to more civs.

I'm looking for a DLL that will permit more than 18 civs on a BtS map that I have. So far it's been 0 for 3. Nothing works.

Actually, I don't know if this works with BtS. I've been having trouble with other >18 civ mods and I think I've figured out what I've been doing wrong. In the scenario map file, you have to add slots for the extra civilizations, even if those slots are not in use. This is probably a basic, simple mistake that some people make.
It's been a while since I've done any CIV4 modding. I think I had forgotten about this.
Still, I don't know if this will work with BtS.

Does it means that we can not use the 77 dll, but unly the 50dll? I tried it with the 77 dll, with 44 civs. It crashed when feaudalism was descovered, actualy twice in two games. I suspect it had something to do when vassal was enabled.
Edit: Is it still possible to make vassal states when these dll is enabled?

Weird... Never played till Feaudalism with more than 34 civs, to be honest. Did you test this crash saves under 50 civs dll?
Sure, it's possible to make vassals and colonies. This dll-s just change value of MAX_CIV_PLAYERS, and nothing else.
