In France it would be a fierce debate between Lyon and Marseille. Marseille is bigger but if you count the surrounding cities I think Lyon has more people. Both claim to be the second most important city in the country, and there's a strong rivalry between them.

Let me throw this out there though: What is Singapore's second city?

Jurong, if the Singaporean government has its way.

The UK's second city is generally taken as Birmingham.
