If you go to your diplomacy screen with each civ you can see what your access level is. Top Secret is the highest level. Spies only gain access level with listening post, gain sources doesn't help.
Send a trade route, establish an embassy, research printing, be Catherine, are the other ways to do it!
yes only because it's easier to establish embassies with an ally. But it's not strictly necessary. If you are at least neutral with them, you should be able to establish an embassy. Embassy + spy with listening post should be enough. Along with printing technology.
there's also a great merchant who can increase diplomatic visibility. Mongolia (when establishing a trading post) and France are two civs who get additional diplomatic visibility.

Also, pretty sure you can only get the +1 from Spy (or Trade Route) once. i.e. multiple spies running listening posts in the same civ simultaneously, won't help.
Thanks for the information. Once I realized this to be a diplomatic achievement rather than an espionage achievement, it was actually quite easy. This is especially true as I was playing Pundmaker in the game and had unlocked the achievement for having five alliances already. Moving my spies from my enemies to my allies and doing one Listening Post mission each did the trick.
