And make the culture of all wonders and great works decrease greatly after researching a late game tech. To compensate that, you can then buy influencers with gold. These need to be activated in the high appeal tiles of your empire and generate tourism.

I would like to see great works loaned out for gold like luxuries. There are times where I have three spots and I get a second GW. I don't want to sell it because I plan on building another TS but would loan it out.
