Setting up and playing a PBEM game

Can any one walk me through on how to set up and successfully implement a PBEM game? Every time I set up a new game and send it via email, both human players end up as the same civilization. This is not by choice either. So I am guessing I am setting up something wrong or even sending it wrong. I found the documentation in Play the World and Conquest are lacking in the PBEM game.
