Settler Maps?

Hey everybody, I wanted to know how to create settler maps that limit where a civ can settle in an era. I find it annoying how some civs settle around in very awkward unstrategic locations for a single resource or something that doesn't make any sense, esp. considering how they lose these cities through loyalty. Instead of placing a settler cap, I wanted to designate map plots (e.g. for the YnAMP map) that settlers of a specific civ cannot traverse or cannot settle on instead. Maybe with each era the designated area expands. I've seen something like this by FramedArchitecture in Civ V, but would this be possible for Civ VI, and how would I go about doing this? Thanks!

It's planned since before we added city names in YnAMP.

But since, we still can't control the AI units in civ6, unless they've added new methods in the last patch, so it's impossible.

Yeah, doing it by way of AI programming looks like it can't be done indefinitely. But what about through the map script, making certain tiles impassible to certain units (settlers) of a civ per era?
 
I see the logic, but good luck with the requirements/coding.
