Fred is also not closer to the action than Canal or even Athens. Especially if you think about Sal and the ferry boats.

My thinking had to do with hiding from his northern workers and capturying them after Bombay, same turn. I thinkn he's got some workers on the sugar, so those are available from the hill. If there's no latent Gandhi culture on the hill, then farther workers are also available.any reason you prefer bombay-SW for the road and not the hill I suggested?
