If this were my game and I were playing it safe, I'd go for 6 HAs and 2 spies. That prevents a bad roll in either war or tech stealing. The soonest we can make that happen and get stuff in place would be the DoW date.
If we're willing to take a risk with 4 HAs and 1 spy, so be it. But what is the time difference between those two DoW dates? From LC's recent posts, it doesn't seem like the safer date would be much later.
The Hatty-GS-bulb-Philo thing is a separate topic and we pull the trigger on the tech trades if/when needed.

Although we're a turn and a quarter from investigating her cities. Hmbody. Not wildly enthusiastic about delaying Currency, especially when it looks like the Alexa GS is on. We have time, we'll wait another turn to decide.

We have an opportunity to steal a Joao worker (or more if we're lucky) on the iron tile, on T68. The worker(s) could re-board T69, while the HAs went SE. T70 the worker(s) disembark on Spice Island, HAs board galley at Spice Island-sw, galley moves to Rally Point. T71 DoW, land. T72 capture Alexa.
Of course, this precludes the amphibious attack, which we coulddo from the eastern rally point if we give up Joao's workers.
Tough call. Free workers are always useful. But I think we should go for a T71 amphibious attack on Alexa now that it looks like we won't have to bribe Hatty into Slavery.
What is Hatty bulding in Alexa? Can't be a temple or library (no SPI or CRE bonus). Monastery seems unlikely. Rax (44h) would finish next turn. Granary (52h) would finish t72... Unless Hatty bulbs Philo on t70, which would make her enter the Medieval era and reduce the granary's construction cost to 51h. Finished t71. Would be sweet if she built a granary for us.
Joao's city would work for an Egyptian enclave, wouldn't it? Can we steal the workers, capture the city, and still capture Alexa on a reasonable timeframe?

You're too much, Pollina. I was assuming there's no way for the granary. Yes, I agree that we should DoW Hatty if she goes all Medieval on us. I also now prefer the amphibious attack, as much as I'd like to deny Joao his iron. Thebes is just too delicious to pass up.
Well I don't think we need to run any more 100% gold. It's either tech or EPs. I'd probably tech Meditation because nobody will give that to us any time soon and we need it for Philo. I would like to wait for Maths for Currency. Not going to get Currency from Hatty though. Too much else to steal from her, and it shouldn't wait.
Village: no. A 3f4c tile isn't to be sniffed at.
Hamlets/Cottages: Yes, that's a lot of gold we could get, and the farms will be useful in a known GPP source.
