An Address to the People of the United States of America
November 10, 1959
Good evening, fellow Americans.
As you all may know, in the past few months much of our nation has fallen into turmoil, over the question of race. We have been subjected to brutal news on our radios and television screens, and protests have rocked the nation on the issue of civil rights. Even now, in this modern age, blood has been spilt in peacetime, and violence has shattered the tranquility of our towns and cities. Rest assured, the government will not stand still on this matter.
For the past one hundred and eighty three years, the United States has existed as a beacon of freedom, liberty and tolerance for oppressed peoples all across the globe. Few nations can claim to have done more in the service of democracy and peace than our own. However, from our very founding, a stain had tainted what should have been a pure Republic: The stain of slavery. Though slavery within our nation was ended in 5 brutal years of civil war, equality had not yet been attained.
And I must admit with shame in my heart to the American people that such equality has still not been reached. Even today, a system of segregation meticulously and deliberately oppresses and seperates those of the African race, who should be entitled to equal rights and fair treatment with us all. We must put an end to this system of bigotry and racism now and forever. Not only does our Constitution demand it, but our existance as a democracy
depends on it.
I call upon the United States Congress to immediately draft a civil rights bill, that will finally eliminate this prejudiced system which has plagued our nation for too long. Also, such a bill should ensure the continuing political equality for all citizens of the United States, regardless of race. I call on the American people to support this bill with overwhelming force, such that it cannot be opposed. And finally, I submit my personal apologies, on behalf of the United States government, to all black Americans, for the indignity and injustice that you have been forced to suffer for far too long. But that time, I promise you, is near an end.
Our Declaration of Independence declares, and our Constitution solemnly affirms, that all men are created equal. These are not just empty words, but concrete promises to each and every American citizen. And as President, I am bound by law, and the love of my country, to enforce this sacred principle. With the help of Congress and the American people, we will ensure for future generations that the United States of America remains free and secure, with equal rights for all.
