Should Explorers Expire After Use?

I feel like explorers should have just 1 charge to prolong the culture victory in modern age.

It also prevents the ridiculous stacking of explorers by the AI.

What do you think?
 
A band-aid solution, but better than what we have now, no doubt.
 
I'd prefer to limit the number of explorers but... Yeah as a band aid this isn't a bad call... Except the cost scaling might need to change? It would also benefit wide play as you could create explorers wherever needed...
 
I don‘t like expiring explorers. You are already forced to create them as a defense. Having to create even more of them just to prevent others from winning with no use for yourself (if you don’t want to host the world fair) feels suboptimal. If there would be other defenses, e.g., a policy that closes your borders for explorers, such a band-aid might work. But as long as it is necessary to unearth 5-10 artifacts yourself to not lose…
 
I feel like 2 charges maybe would balance a bit more. Maybe even 3, so you're not just constantly building new ones.
