thats bring back the question, can Philipe II also lead Portugal as Philipe the First. Absolutelly yes!

I don't think "usurped" is the accurate term. Remember he had the support of the Portuguese elites. If Philip was not wanted, I'm sure Portugal would have revolted against him during the attack of the english Armada from 1589 (after all, it was the main objective and no Portuguese moved a finger to establish De Crato as king, even if Spain was weakened after the armada).
