I find that certain Civs in game basically run away with all the Great People with no one else getting a chance at them.
What I would propose is that the cost of Great People should be higher when you recruit them in a row. A cumulative 10-15% increase would be fine.
Let me exemplify.
1st Great Scientist costs 40. You get it for 40.
2nd Great Scientist costs 40. Other players can get it for 40, but it costs you 46. (+15%)
3rd Great Scientist 90. Other players can get it for 90, but it costs you 117. (+30%)
Once someone else gets a Great Scientist, the cumulative cost resets to 0% in your case. The player who got the 3rd Scientist will have a 10-15% increase to the cost of the 4th Scientist.

On a second point, do GP costs vary depending on whether you're ahead or behind a given age, like techs and civics?
It gets silly when the list of Great Generals is already in the Industrial Era but the game is still in the Medieval Era.
