Showing Dissent Rate When Dissent = 0

To make managing dissent a bit quicker/easier could we get the rate of dissent to still be visible in the city screen even when the city has no dissent? First picture shows the dissent bar when dissent is increasing, second picture shows dissent bar when dissent = 0, and rate is negative. Also any thoughts on dissent increasing in cities if a turn was ended in anarchy?

Anarchy can indirectly cause some dissent already, I'm not sure it needs to be made more punitive (or the mechanic made more complicated).
