Own, i'm sorry for your disastrous flip that made your whole game go into the trashcan, but you need to understand better how the flip thing works.

Looking at your map, Gronigen wasn't the only city in danger. Arnhem, Eindhoven, The Hague and the city on the SE corner (can't see the name) are also flip-prone. Everytime there's a city at risk a roll is made to decide if that city will flip or not. More risky cities -> more rolls. Sooner of later a roll will be unfavourable enough to have the city flip, and the player screwed. It could have been happened in one of those cities as well.

What you need to do is to minimize the number of flip rolls. Usually the flip chance is quite low, and with only a city with a very low flip risk you are likely to never experience a flip. But in a situation as yours it is only a matter of time before something disastrous happens.
