Single player Civnet or CivWin?

-player colors for in civwin are same every time and more or less random in civnet.
-in civwin(1.0 or/and 1.2) it is possible to build roads on ocean not sure about civnet.
-in civwin(1.0 or/and 1.2) after loading saved game unit movement points are always
full because those are never stored at savegame file(only affect gameplay if you save
middle of turn after moving units) however civnet stores movement points.

This works by default in civwin? With the DOS version you need to move the file to an auto-save slot to trigger this behavior.
