Okay. So we're at war. Should that hamper our settlement plans, however? NO!!!!

In fact, though the Romans and Zulu have taken choice sites from us, (thankfully, the Babs fell just a bit short, a more ambitions human would've taken away our horses... Hint hint on Red Site...) we still have 3 sites that I consider Priority, and 1 other suggested by Rik Meleet.

Red: Roman Iron. If we can settle here quickly, and grow our culture, we can deny the Romans the use of Legions. Of course, they may declare war for that, but still...
Green: Eastern Gemstone Mountains. This will keep our Diamonds secure and give us a more solid connection to our Southern Cities.
Blue: Zulu Coast. See this Drawing for acceptable sites, since we still have not yet explored that area:
Purple: Rik's suggestion. Connects Odawara with Immo. Positioned to give our present/near-future cities as many tiles as possible.

Green and purple both look good, especially with that Babylonian settler going up north of TBD. Unfortunately, we don't seem to have any settlers in our immediate future.

I voted for green, though I'd also vote for purple if given the chance.

Blue is unexplored so no reall choice there, RM's spot isn't bad, but I would go 1 Tile SE for a better site, plus we're at war so that area is basically out. I just think all of the other sites are poor. So I'll vote abstain.

I would take a chance on Blue. We need to race the Zulu for the northern Flood Plains, but we need to gain a foothold in that region first.

i say go for iron the most important strategic resource of the middle and ancient ages, plus it deprives the romans of legions killing 2 birds with 1 settler.
