So I'm thinking that using slave-work to build radio towers would be just as bad towards the AI as "disbanding" them, correct?

I've been playing for years with the idea that disbanding captured workers would please the AI. In fact I was told years ago that using slave labor was the main reason the AI would be "furious" with you, and the only way to get out of that would be to disband their captured workers. Go figure.

Also, are there consequences for disbanding workers from a Civ that no londer exists? Do any of the remaining Civs care?

this should go under stratagy and tips, this forum is for articles about how to get ahead in a game, i'm sure a mod will move it soon

You have to actually use the "Disband" order to arouse the ire of the parent civ. Building radar towers, outposts, and colonies with slaves is no problem. And only the civ that previously owned your slave cares anyway.

As far as I can tell, the slaves of doomed civs are clean -- you can disband them and merge them into your cities with no problem.
