I Downloaded Rife recently to try something different from FFh2 and am enjoying it so far. One small thing that keeps bugging me are some of the racial unit promotions (Dwarven, Dunespeak, Elven.)

All of these list -1 to movement penalties on certain terrain, but they don't seem to do anything. For example a dwarf scout moves into a hill or a peak and immediately stops losing it's second move point.

It's this working as intended? I've had equally confusing things occur when playing as Malakim where warriors have been able to get two moves on desert tiles one turn, and been unable to do so again.
 
It's not loss of movement, it is reduction of terrain cost - i.e. the terrain gets easier to travel across.

That said, the tooltip could probably be clearer.
 
So most of the earlier units such as warriors and scouts don't benefit from it all that much.

I thought it might've been similar to ffh where all of a races units are able to move further on their favored terrain and hoped it was just acting oddly.

Is there a place where I can see movement costs for Hills and peaks? the Civlopedia Has the others but those two aren't listed. or are the movement costs based on what terrain is covering them? Forested hills and the like.

The move bonus from race change was probably intended to restrict an early exploration advantage among those races. The 2nd-level terrain promotions that would grant the vanilla Civ4-style terrain bonus are restricted to Fellowship and Runes in their respective religious techs.
