You're not too far off. You can create units once you branch off into army making in the construction tech tree. Which city do you want to be your capitol?

The food # has been removed, because it served little purpose.

Due to my lack of naval knowledge I cam to a roadblock on creating the tech tree for it, I am ironing out some problems, and Ill post the next update before too long. Sorry.
