I really hope this can be modded in. And modded in well.
Here's an idea, kept simple:
intro it at the start of the Industrial Age, roughly, and make it similar to the SMAC Planetary Council: It cant do alot, more options come with more tech (or, all additional options are available when the UN is built). This would reflect the rise of global diplomacy with the Conference of Vienna in the late 1700s. No need to wait longer, frankly. No, I'm not talking about a thing to build, or even a specific tech, but that as soon as any Ind Age tech is discovered, its an option to call the Council of "Insert a City Name here".
With limited options.
Now, you could have it where it expands options with tech, or you could leave it limited until the start of the modern age (yes, I know the tech tree in this game isnt divided, but dont be pedantic and start harping on me about it, you know what I'm talking about)
or when the UN itself is built. So, its function is sort of divided in two parts, and at least that way you:
1) have it for half the game, rather than just the final 1/4;
2) it undergoes a series of small changes, or one big one (whichever is easier to implement); either way, it progresses.
As for these complex suggestions of "its power should reflect that of its members" etc etc:

I think most would be happy with a simple SMAC model. I know I would be. If someone can effectivley implement all the little details that ppl in this thread are going to go on and on and on and on and
on about, lovely. But, if there's a modder out there reading this: I'd be happy with a SMAC model, tyvm.
