Some possible fixes

Hello, I would like to know if it is possible to eliminate building and road maintenance in Civ V, and if so, how I would go about doing it. I would also like to know if I can alter the game so that barbarian camps will turn into cities if they go enough turns without being disbanded. Also, I would like to know how to edit the social policies, since a removal of maintenance would render some policies useless. The other fix I would like to make is to allow more than one military unit to occupy one tile at a time.

I don't know how to make barbarian camps into cities but everything else is possible. However that looks like you hate civ5 and want to make civ4. Eliminating maintance will lead to perfect economy in ALL countries and it won't be fun anymore because everyone will have money. If you want to make this changes read this tutorial: Modders Guide
