Some weird thing I observed duing/after siege.

I am sorry if I post in the wrong place, but I just observed something strange in my 3.17 CEP game. I cannot really tell if this is a bug, or new mechanism intended.

I was playing Persia, and was having a long siege warfare against Austria. There was the harbor city I wished to take. As it was getting difficult to take a city with 9 population plus a city wall and catapult bought in in one turn, I decided to burn down everything near the city. I land my full army sat in to starve the population, but the population remained the same after some 20 turns.

After I finally break-in the city, the first thing I noticed is the population remained at 9. I remembered in vanilla, there will be population drop after siege right?? This is so far the most population I got after siege.

Also, when choosing upon the option of annex / puppet, there might be a problem. If I chose to annex the city, it will be -17 happiness. If I choose to puppet it, it will be -16 happiness. So, literaterly speaking, there is almost no difference between this two. It made me wonder that if this was a bug??

I later made a peace proposal with Austria, and took two more cities from the treaty. Soon i found the problem remained the same, with only one happinese hit difference.

If it is intended, I think then there is no point to choose between these two. I will difinately choose annex over puppet, and buying a court house after a few turns.

PS. I have done the cache clean thing before mod installion. I am also using CSD mod together with CEP.
 
It is intended that cities when captured are more valuable, that fewer people are killed and fewer buildings destroyed.

Puppet is designed to be an inefficient, temporary state. In vanilla it is too desirable to keep conquests as puppets, in GEM and now this version we try to encourage you to annex any decent city.

Courthouses will eventually have a high purchase cost multiplier, so it will be very expensive for you to rush the courthouse.

However, there has been a bug in past where unhappiness from occupied (ie annexed but non-courthoused) cities wasn't working correctly, that may have come up again.
 
Something else I just noticed: there are both -50% (from GEM?) and -25% (from BNW?) science penalties operating on puppets. Is this really intended? I'd probably leave it at -50% at the most; -75% seems harsh, especially when puppets still contribute to tech costs.

It's a bit painful for Venice when only their capital doesn't have a -75% science penalty.

And Yet every Venice that I have seen has done very well (either was me playing them or the computer compared to other computer AIs)

They do ok IMO mostly because the AI isn't aggressive enough to punish them for having a weak military.
