Welp... the first 2 I keep as perma-specialists in my capital. I see some people advising 1 and then a SY with the second, but I don't like that move. I wait for the 3'rd one before I create the SY.

After that, it depends... If I have Jails already, then I"ll make SYs in other cities, but if they are not yet available, then I'll just absorb them into my capital/SY city.

I forget if you mentioned somewhere in the thread, but what kind EP ratios were you using? All for the tech leader or some variation?

I'm also surprised you got Caesar to Friendly, only -1 penalty because of caught spies? Weren't you stealing most techs from him? Normally I am at -2 or -3 relations because of caught spies. How was it only -1?

Oh yes, and can we see the Espionage Advisor? I am kind of confused so that may help.

This is a common misconception. When calculating the cost, it's not the EPs vs that particular AI, it's the total EPs that you've produced. As long as you are producing them faster than they are, you'll have a better percentage, and hence a lower cost.

I believe, you are talking about a older shot when, I had mostly taken techs from Willem, and had only recently started to take them from Caesar.

Yes, Willem gave up the tech race and decided to spend all his monies on culture for his culture victory. So I knew from the start I was going to have to switch at some point.
