Something weird concerning Shakespeare's Theatre

I play on Deity level, and I have a wonder city. In that city, I have built Shakespeare's Theatre. When I discovered Communism, one citizen in that city became unhappy! How's that possible when I have Shakespeare's Theatre in the city?

You build too may city's, I had the city with ST going into revolt once.

Shakespeare helps to CitySize+1 citizens only.

That's weird, because the game clearly says that every unhappy citizen is made content. Well, I can keep the city in order anyway so it doesn't really matter that much.

Some of the desctriptions in the game aren't 100% accurate. As long as all your citizens are red, it'll be true, but once you get black citizens (check the happiness button in the city screen), and you don't have any other means than ST to make them happy (i.e. no temple, no lux...), you will get red citizens after Shake's.

CitySize+1 citizen - I meant to turn 1 black into red and all red into content.
In other words I think that Shakespeare fails with 2 black only.
