In my last game I had managed to screw myself going for a religion early on Deity (yeah, yeah, I know) but I managed to rally and make horses... only to find that my nearest Neighbor, Gorgo, had chosen Defender of the Faith and thus was able to whup my horses despite only having warriors, slingers, and chariots.
Partway through that battle, I was suddenly unable to build any more horses.
I only had two cities at the time, one of which had both of my horse pastures side by side, and they definitely were not pillaged.
I had something similar happen with Iron a while ago, where the game just suddenly decided that I didn't have it even though I did... Both cases were in multiplayer games.
P.S. Where do Civ6 save files go?
