Songhai bonus

Maybe I have misunderstood Songhai's bonus (feel free to delete this thread if that is the case), but in my current fight, every single Unit is getting a +5 bonus for fighting on navigable rivers, even if there are no navigable rivers. Anyone else having this?

I noticed that the entire Songhai Units get +5 buff regardless of terrain.
This appears to be a bug.
I didn't see this thread, so I made another one, and several people have reported the same thing.

I attach a screenshot and 2 save files.
You can see that all Songhai units have +5 Combat buff on even dry land tiles.
This is also true when Songhai is an AI player.
Hi-Koi has to give this Combat buff to units on Navigable Rivers.
