Space Elevator - when can i build it?

i have noticed in my previous game that the elevator can only be build in cites that are in a certain distance to the aequator. something about 30 degrees.

my question is: how do i know if i can build it? is there some sign i missed that tells me if my city is *within* or *without* the needed range?

Wow, this seems to be a really realistic element of the game. BTW I think the elevator is too expensive for the mild +50%, which is not a huge avantage in the modern era.

its a HUGE advantage if you are doing an OCC...
 
There is no outward indication of whether a city is able to build the Space Elevator, well other than eyeballing a cities proximity to the equator. I usually find myself just picking the most production city close to the equator. If the option is there to build it then I do.

The Space Elevator has helped me out a bunch on space race victories. I can't be sure it was the critical factor but it sure seemed to help a lot. Plus it gives my late game great engineers something to rush.

The SE is very important once you reach Monarch levels.
